The Solar Eye is taken from part of the design found on the reverse side of the MT cards. The Deseret Alphabet text around the circle says: "To embrace all truth from whence it may." Joseph Smith believed this was the grand fundamental principle of mormonism. The eye is inspired by the all seeing eye found on the SLC temple.
